For throat hit:

Flash e-Vapor V4.5S+ RTA

BY-ka V.9 MTL RTA

Spica Pro MTL RTA

Penodat V2 MTL RTA

Edit:
As Gatok writes below, nic content is the biggest single factor regarding throat hit.
Higher concentration equals more throat hit.

Here is a more detailed explanation on tailoring throat hit:

Also, if your atty has enough airflow, a superfine MTL fused clapton can give an extra boost.

There are many other factors that affect throat hit. Just to name a few:

Chamber and chimney
More compact ones increase throat hit.

Coil positioning
Higher up in the chamber increases throat hit.

Chamber reducers
There are RTAs that come with adjustable and/or removable ones that help tailoring throat hit.
Examples: Spica Pro and Tripod.

Choice of chamber/chimney
There are RTAs where different ones are available. Yet an other way of tailoring throat hit.
Examples: Millenium and BY-ka V.9

Throat hit by design
There are RTAs that are designed with throat hit in mind.
Turkish vapers, for instance, are notoriously picky about throat hit. As a result, most MTL RTAs designed in Turkkey are designed for throat hit.
Examples: Spica Pro and Penodat V2.

Many MTL RTAs designed in Greece and in Italy are also made with throat hit in mind.

I could also add wicking.

No matter how good the throat hit is, if your cotton hasn't enough liquid to be vaporized.

The Sine MTL RTA can also be added to the list for good throat hit. It's better than the DVARW for throat hit and also a little better for flavour. It's still one of my favourite MTL RTA.

For wicking rayon or viscose (depending where you live) gives better throat hit compared with organic cotton. The wicking is much better and you can easily use 2mm coils without having to worry about dry hits. Smaller diameter coils give better throat hit. For small diameter coils you can roll the rayon or viscose between your fingers because the wick has to sit tight in the coil. Make sure your hands and fingers are clean when using rayon or viscose because that's why it can taste bad with a new wick

For low nicotine juice add a few drops Flavour West Capsicum (I'm currently using 3 drops Flavour West Capsicum for 50ml juice) to your liquid for better throat hit. This can be used with any liquid because it doesn't change the flavour. For tobacco flavours you can als use pepper flash.
