I'm not sure that Hong Kong is under total Chinese law, they are in some ways classed as an independant country,

The territory was transferred to China in 1997. As a special administrative region, Hong Kong maintains separate governing and economic systems from that of mainland China under the principle of "one country, two systems". ... Hong Kong is classified as an alpha+ world city.



Whether in this case I couldn't say, though it seems vague.

The Chinese gov has no choice, but to protect the revenue stream from 300 million tobacco users.

About one in every 3 cigarettes smoked in the world is smoked in China.


Banning online sales (import and domestic) of e-cig products is the only alternative. No way in hell, would they ban online exports... That would be counterproductive. (sarcasm)

Spot on. China produces close on 40% of the cigs smoked worldwide. China has massive smoking related health issues but they chose to ban vaping?

Maybe Chinese vapers will have to resort to importing China made vape gear back from the west, if they can of course.
