Because some people don't want to have a GC balance. Not everyone who buys here buys frequently.
Vaper buys pod system, asks for a 510 adapter. LOL for days

Not getting your point.

I put all the items that I want to purchase into the basket.
I apply (if available) a coupon code.
I remember the final value in the basket. OK, the paper, where I write the value on, will remember...
Now I move all items from the basket into the wishlist, so they are still easy available. Pro tip: Click on the small arrow close to "remove".
Then I buy a gift certificate for the value, which is recorded on the piece of paper.
Within a few seconds the GC will be available.
From the wishlist I put all items back into the basket and pay via GC.

No GC balance left and PP f...ed.

Ok, got your point. Meanwhile there are pre-defined GC values. That sucks.

@Galen.G or other FT stuff
Are you able/willing to allow GC's in freely chosen value? I mean, not fixed values as now ($10, 25, 50, ...), but individual ones?

Thanks in advance!

Strange it wouldn’t let you buy, I placed a large order yesterday after buying gift certificates and paying for them through PayPal and I’m in the UK

Even the Gift certificate cannot be paid for, the connection to Paypal does not work.
