That one won't do it as OP requested cheap 4GB ones.
SKU 8424700 is 8GB and priced at $57.27

But it will fit his Medion MS-7800 board that has 4 memory slots and appears to come with a 4GB DDR3 DIMM at 1600MHz from Nanya.

That looks like a decent and fast (1866MHz) one.

On the other hand you get 4 DDR3 modules that can all be mounted on the Medion MS-7800 board, resulting in 16GB, for the same price: SKU 9658381
But they are slower (1333MHz).
Also, I can not vouch for the quality.

Whether it's a desktop computer or a laptop is not really relevant.
It's the motherboard that sets the compatibilty and the size limit for the RAM.

The Medion MS-7800 board has 4 memory slots/banks and an upper limit of 32GB overall.

When populating with several memory modules it is preferable that they all are of the same type.

You have to get the same brand RAM and specifications as you have.

Although it is preferable, it isn't necessary.
4-slot configurations are usually divided into 2 channels and most desktop CPUs are dual channel memory controllers.

It's important that the memory modules on each channel are identical.
