I would say it's dyed. Might be different for the color versions, I suppose, but mine seems to be black all the way through.
Not that I went very deep, though, maybe half a millimeter at most.

I'm assuming you mean in place of the existing battery tube?

I don't have one to test, but it looks like a no.
The existing tube is 20.8mm OD, and it's a pretty snug fit.
