25mm width brush should be a snug fit for an 18650s 18mm tube.

When using it on the threads, I would air on the side of caution and take it a little slow.

That being said it sure isn't a long brush so you ain't getting the 650mm length inside the device, especially so if it's a hybrid , but it's mostly about the outside polish no doubt.
