Getting the output 7.8v using 9v battery
Found a quick easy solution is to have a 9v to do quick connect and discount in order to get the output without charger
tested 3v will not work. Do NOT use button top cell, designed for standard 18650 (flat top) battery.

After insert battery(ies), must connect to charger to enable the pcb. Otherwise, you will get "no" output from pcb!
or as described above, use a 9v battery.

I'm a little lost...
If I put 2 fully charged 18650 batteries in this, it won't work unless I "activate" it with a 9V battery or charger?

no, it won't work. Its intended use is to work as a battery pack, so you must put the batteries into the box and charge and discharge them into the box (just imagine they are glued inside)
when the protection circuit trips due to a low voltage situation, the only way to activate it again is to put power again (so the circuit let you charge the batts). if you remove the batteries, the circuit will trip the low voltage protection
