Batteries for power bank.
I just got this for the sole reason as a power bank for my cellphone. I love the idea of being able to change out the battery on the go.

I own a bunch of 18650s for vaping. What kind of 18650/ work best for charging an iPhone with this device? Would other 18650s that aren't used for vaping have better performance?

Since it will have a low and slow amp draw charging your phone, I would go with the batteries with the highest mAh.
