Shipping Options
If this does not come filled with a liquid in it then why are all the shipping options blocked out in checkout?

Postal companies can't be bothered to, and shouldn't have to, verify whether or not a lighter is filled before it's shipped. To make things easy, they don't ship them at all, filled or otherwise.

Once in a while a butane lighter is shipped with fluid, probably leftover from a random QC check by the manufacturer. In any case, all butane lighters are considered to contain liquid.

In the US, the shipping options are limited to Registered Airmail via Singapore Post, Sweden Post, Malaysia Post, and Hong Kong Post. If none of these methods ship to your country, you are out of luck.
