Mode group selection
On the drivers I received in Nov 2017, shorting the two pins did not change the mode groups from 5 to 3. I found if the light is on low for a few seconds it flashed. After the flash you can select the mode group. So no need to solder across the two pins.

I can confirm this. Purchased 5 of these back in Nov 2017. Initially thought I accidentally shorted out the pins when a few flashlights I built got stuck in 3 modes.
I've done some more testing and have some observations to what you describe:
Mode groups can be switched by letting it run on the lowest power mode for a 2-3 sec. You'll see a brief blink and if you cut power immediately after, the mode group will switch between 3 and 5 the next time you turn it on. HOWEVER, if you keep the power on after the blink, you'll see a subtle increase in brightness and the mode group will not be changed.
To summarize:
Switching between 3 and 5 mode groups:
1)Cycle mode to low power setting
2)Keep power on and wait for blink after 2-3 sec
3)Turn off power immediately
Mode grouping should be changed the next time you turn on light

Do I still need to short out the pins in order to do this? my low setting does not flash after a few seconds.

They may have changed the UI on the driver again. Try shorting the pins and see what happens. Let us know how you get on.
