on review it said doesn't have memory but on specs it said Mode Memory : Yes
and have some problem with low voltage when using XML led

It has a memory function. If you let it on for some seconds, it will remember the mode.

Which problems do you have exactly with XML?

I have already written to customer service because of the XML error, but I was really disappointed. Felt like with these ebay scammers :(

maybe because XML are under driven with 1A?
i want to make a 3 modes headlamp with only 1A using XML led bin because i need more flood and longer run time with less heat.is it safe using 1.4A driver for headlamp?

No, the reason is not the possible under-driven XML, they should work fine with 1A. I use several flashlights with 750mA and 1A with XML emitters.

1.4A for a headlamp - it depends on the heatsink of the headlamp.

i'm planning using this headlight FASTTECH SKU : 1102700 as the base.
what do you think?good enough for 1.4A?if not i'm sticking to 1A only,thanks for the help :D

I don't have that headlamp, but I'm sure it should have no heat issues with 1.4A. At least if you use thermal grease between the emitter and pill, and pill and body.
All the heat will go to the headlamp body and your forehead. The "cool" looking heat-sink of the convex-lens-head is more for decoration, because there is a rubber ring between the heat-sink and headlamp-body, so nearly no heat transfer.
