What is the discharge rating for these batteries(Value of C)?

Although normally they test them up to 5A. Most 18650s are not rated for higher currents even though they can handle them. Most good batteries do fine up to 3A, after that they drop voltage a bit more and lose capacity that you can use.

Says 5.6A, which would be a pretty standard 2C discharge rate.
